UK Passport Photo Requirements — Size, Background & Digital Specs

HM Passport Office has specific photo requirements. Your photo must meet all criteria or your application will be delayed. Here is the complete guide.

Photo Size

A UK passport photo must measure exactly 35 mm wide by 45 mm tall — a 3:4 portrait ratio that is standard across most of Europe. Within that frame, your head (measured from the bottom of your chin to the top of your crown) must measure between 29 mm and 34 mm, which works out to roughly 55–75% of the photo height. This head-size ratio is what HM Passport Office uses for facial-recognition matching, so a head that is too small or too large is one of the most common automatic rejection reasons. For digital applications the photo must be at least 900 × 1200 pixels to preserve detail when the image is scaled, and the final file must be a JPEG between 50 KB and 10 MB.

Background

UK passport photos require a plain, uniformly light grey or cream background — noticeably not pure white, which is the US standard. The background must be a single solid colour with no gradient, shadows, patterns, textures, or objects behind your head, and no shadow cast by your head onto the wall. The reason matters: HM Passport Office automated checks look for clear contrast between your hair, face, and the backdrop, and any variation in the background can cause the photo to fail facial segmentation. If you do not have a suitable wall, a plain light grey or cream sheet hung smoothly behind you works just as well. Face & Expression

You must face the camera directly with a neutral expression — mouth closed, both eyes open and clearly visible, and no smiling. Your face must be fully visible from the bottom of your chin to the top of your hairline, centred horizontally in the frame, with your head straight and not tilted in any direction. Hair must not fall across your eyes or obscure your facial features, because the biometric template is built from the geometry of your face. Glasses are not permitted (covered separately). The neutrality rule exists because any change in expression distorts the facial measurements used for identity matching at the border; even a slight smile can shift the position of key features enough to cause a mismatch.

Glasses & Head Coverings

Glasses must be removed for UK passport photos — HM Passport Office banned them in 2016 because frames and reflections interfere with biometric matching. The only exception is a documented medical need, which requires a signed doctor's letter; even then the frames must not cover your eyes and there must be no glare or reflection in the lenses. Religious and medical head coverings (such as a hijab, turban, or kippah) are permitted, but the full face from chin to hairline must remain visible, the covering must be a single colour that contrasts with the background, and it must not cast any shadow on the face. Anything worn for fashion or convenience — including non-religious hats, hoods, and hair bands — is not allowed.

Photo Quality

The photo must be sharply in focus, clear, and a true likeness of you, taken within the last month so that it reflects your current appearance. It must be free of red-eye, flash reflection on the skin or background, creases, tears, scratches, watermarks, and any digital alteration that changes how you look — beauty filters, skin smoothing, face slimming, and background-removal apps that distort features are all detected and cause rejection. The image must be evenly lit with natural skin tones and no harsh shadows. In practice this means using a decent camera (a phone's rear camera is fine), steady hands or a tripod, and soft, diffused daylight facing you rather than from behind or directly above.
